Chief Minister Tan Sri Abdul Taib Mahmud said this was a challenge that had to be met in order to have better administration at lower levels. "When you want to bring your administration to have more power on the ground, you have to arm your people with good knowledge and to get them very focused on their jobs. "That takes 10 to 15 years, I think. If we don't do that, there will be problems in how they exercise their power at the lower level," he told reporters after opening Sarawak Economic Development Corporation's (SEDC) Integrity Day here yesterday.
